To solve and avoid these crimes, The government and the ISSP (Inter-Solar System Police) start implementing and influencing things over the planetary government. Such one strategy implemented is a Bounty Reward Scheme. The ones who worked for these bounties were called Cowboys who developed a certain reputation and image later.
